No ranking, no voting, no chance. People are funded in the order they arrived, and the whole line is public so you can check that for yourself. The one thing that moves a turn is identity verification: money can only reach somebody Stripe has verified, so an unverified person is passed over until they finish, without losing their place.
Rally does not rank needs or decide whose situation counts. There is a short list of things it will not fund, all of them about what is legal, what is true, or whose debt it is. Read what Rally funds.
This space fills the moment somebody asks. Until then Rally is not charging anybody, because it does not take money it cannot pass on.
This list fills as people ask for help, and asking puts you in it straight away. It is empty because nobody is in line, not because anything is hidden.
