Rally will not take a request it cannot honestly fund. Not because the amount is too ambitious, but because a number nobody can reach is a promise nobody kept. The ceiling is worked out from what the people contributing right now actually fund, and it moves when they do.

Nobody is contributing yet, so Rally funds nothing per month and the honest ceiling would be zero. It is held at $2,500 so people can still join the queue and be waiting when the money starts. Until somebody contributes, no request here has a date on it, and the queue says so rather than guessing.
No single request should take more than 3 months to fund.
Everything on this page comes out of that one line. When what is at stake is somebody’s livelihood, three months is already a long time to be waiting. A year is not help. So the ceiling is whatever can be reached inside three months, and if that number is small then the number is small.
Rally funds one person at a time, in the order people arrived, so a request at the front is not only waiting for itself. Everybody behind it waits too. A request large enough to take years would stop the queue for years, and the people behind it would be waiting on something that was never going to arrive while they still needed it.

The member counts assume everybody contributes the minimum $3. Anybody giving more counts for more than one, so these are the most it would take rather than the exact number.
Rally has no reserve of its own to draw on and no investor topping it up. The ceiling is the arithmetic of how many people are putting in $3 a month, and the only way it moves is more of them. Every person who joins raises what the next person in the queue is allowed to ask for, including the people already waiting.
At the ceiling Rally will ever run, $100,000, that is 20,704 people contributing. Large numbers get funded on the internet all the time, and they get funded because enough people showed up.
Ask for what Rally can reach, or wait until it can reach what you need. Neither is a judgment on the amount. Some people genuinely need a sum that would take this community years, and saying so is more use than taking the request and leaving them at the front of a queue that never finishes.
If the cap is the problem, say so through support and a person will talk it through rather than a form turning you away.
